Roadblock when sending a shipment to Amazon CDG7 (Pan-EU)
Hi all,
I’ve been having more problems sending shipments from the UK to France (for PAN-EU), and I’d like to know if anyone else has had a similar problem recently.
It’s so disheartening as I finally thought I’d found a workflow that gets shipments through with no drama, and then UPS hit me with this.
> Please nominate alternate FR-resident IOR or EU-resident IOR with an account in FR. Invoice must clearly shows “bill to” and “ship to” information. (Also state VAT and EORI number).
Followed by this email:
From what I can see in my system, the package is still awaiting release from local customs as the shipments consigned to Amazon can no longer be customs cleared using Amazon EU as IOR – Importer of Record. Amazon refused with immediate effect to act as IOR in Europe for shipments other than customer returns.
Destination country needs to know who the real importer of the goods is. Therefore, kindly please nominate alternate IOR Eu-resident and forward to my email amended invoice that clearly shows: bill to and ship to information (also state VAT and EORI number). Also required is an authorization for billing the shipper for duty/taxes.
Also, I have been informed by my partners in destination country that an amended copy of invoice was requested by local customs: invoice with real importer.
Kindly please attached a new copy of invoice to this email or please make sure to fill the template with the following information:
- Your name, surname, address and contact details;
- Your consignee’s name, surname, address and contact details;
- Full breakdown of contents, quantities of each item, unit value per item (please note that value must be grater then 0) & final invoice total with currency);
I’m not sure where to go from here. UPS says they need the real importers’ details, but that’s us? We don’t have an EU entity to exist as the importers as we are purely a UK-based company. I don’t understand how one of our shipments got through absolutely fine a couple of weeks ago, and now we’re hit with this.
I might try Italy again…
Any ideas? FYI we’re VAT registered in Europe through Amaozn’s VAT scheme.

How did you send it, as in which agent did you book it through? It doesn’t sound like you had the correct electronic customs documents (paperless). If it’s done properly the letters “EDI” are printed on the shipping label. We use World Options.
And yes, you are both importer and exporter.
