Approved to sell nebulisers but apparently not to list a new nebuliser ASIN?

Amazon has told us we’re approved to sell nebulisers IF we piggy back on another seller’s existing nebuliser ASIN.
But if I try to list a brand new nebuliser (that is not yet sold on Amazon), I get penalised with a “Restricted Product Policy Violation”.
Amazon staff cannot help other than to say ‘nebulisers’ are ‘restricted products’ but then can’t explain why there are literally 52 pages of nebuliser listings.
Have new listings of nebulisers been temporarily halted? TIA.
