Excluding countries on shipping template - still possible to order to the countries?

Currently we don’t want to deliver our products to the Nordic Countries, so we have deleted them from our shipping template. However, when I try to place the order for example from Finland, Amazon doesn’t give me any restrictions but allows me to proceed with the purchase…
Why? The reason for not wanting to sell in Nordic Countries is that we already have an online presence established there.

It isn’t possible, [AFAIK] to restrict sales to certain EU countries, you either offfer shiping to the whole EU or you restrict shipping to the whole of the EU.
