Items are in the country with missing VAT

Hi, hopefully I can find answer here.
So we recently sent items to country where we have VAT number - Italy, but Italy has spread them across the nearest countries. And part of them got to the country where we do not have VAT number yet. So obviously our account got deactivated. But Items are still there.
What to do in this situation, and what will happen to out items?

We are not part of the PAN Europe, so I have no explanation why Italy has sent Items to Germany yet.
