Out of budget? Only it isn't

I have Manual Campaigns running. Some days the campaign will stop because it is Out Of Budget…but…it isn’t! See example photo. Any ideas what this is about? Thanks

The budget is spread evenly for the whole day so you are out of budget at that particular time but more will be spent later in the day. That’s what I believe anyway, I might be wrong.

Hmmm. I thought it runs until you either run out of budget or Pause the campaign? It is PPC so once enough people have clicked to use up the budget the campaign pauses until midnight. Is that not how it works?
