Selling on Amazon payment account question

My Selling on Amazon payment account could not be opened in 1 December 2021. But my payment account was active in 10 June 2021. I don’t know why my account could not be opened.

Then I opened case to ask what information I should submit, but no one answer the question. I have no idea about how to reopen my payment accoun. Could you help me about this question?
