Pan-European FBA product eligibility

A product will only be active in Pan-European FBA after you create an active FBA offer in all the Amazon European marketplaces listed as required on the Pan-European FBA Manage Your Inventory page in your selling on Amazon account, and with each of these offers being linked to the same inventory pool. Generally, this means that an active offer is required in Amazon stores in Germany, France, Italy and Spain, regardless of which countries are enabled for inventory placement. All products and offers are subject to the following eligibility requirements:

  • Listings must be active for qualifying products in ALL required marketplaces to receive programme benefits.
  • Products must be eligible to be delivered across borders in Europe. Examples of products ineligible for this reason include, but are not limited to, food and beverage items, medicine and hazardous materials (hazmat).
  • Products must be permitted to be sold in each Amazon Europe marketplace that is listed as required on the Pan-European FBA Manage Your Inventory page and must not be subject to legal, compliance, compatibility and operational limitations. (Example: Plug items may be compliant with legal requirements in one marketplace but the same product may be prohibited in another marketplace.) ASINs must be enrolled in FBA and exist in all Amazon Europe marketplaces listed as required on the Pan-European FBA Manage Your Inventory page.
  • If a product does not exist in a certain marketplace or has buyability taken down (Example: if new local restrictions are put into place), you will not be required to list that product in that country in order to do PAN European FBA. However, if the listing is created by another seller or the automatic listing creation, products will no longer be available for PAN European FBA until you list in all marketplaces where that ASIN exists.
  • All FBA offers for the same ASIN must be linked to the same inventory pool, namely must have the same FNSKU. If Pan-European FBA requires offers on only some of the Amazon European marketplaces, only those required offers must be linked to the same inventory pool, whereas, an offer on the other Amazon European marketplace(s) must be linked to a different inventory pool, namely have a different FNSKU. (Example: If the products have both Euro-plug version and UK plug version, the UK version must be listed under a different FNSKU on If you have used different MSKUs, follow the steps in the Aligning MSKUs section below.
  • All FBA offers must be for products in a new condition.
  • All units for an ASIN in one inventory pool must be labelled or stickerless. Inventory cannot be labelled in one marketplace and stickerless in another.
  • Commingled inventory must have EAN/UPC barcodes identified for all five European marketplaces. Commingling can occur either locally in one country (domestic commingling) or cross-border in the EU (cross-border commingling).   • ASINs will not be commingled across fulfilment centres in different countries. ASINs that are commingled in one marketplace, however, may be eligible for Pan-European FBA.
  • You can have a Fulfilled by Merchant offer and a Pan-European FBA offer for the same product. You cannot, however, have an FBA offer and a Pan-European FBA offer for the same product.

ASIN eligibility may change from time to time, and ASINs enrolled in Pan-European FBA can be designated as ineligible. You can view the current status of an ASIN by visiting the Pan-European FBA Inventory page or downloading the Pan-European Eligibility: FBA ASINs report.

Note: To sell restricted products via Pan-European FBA, you must have approval in all five European marketplaces for selling those products. Learn how to apply.

When sending inventory, make sure that you send enough units to keep a sufficient level of inventory to fulfil all your offers.

Note: Units will be available for sale while they are shipped from one fulfilment centre to another across Europe, and a future shipping date might be displayed to customers.

Aligning MSKUs

If you have used different MSKUs, follow these steps to align them for enrolment:

  1. Select one of the ASIN's MSKUs for use with all of the inventory. We recommend the MSKU for which you have the most inventory.
  2. Sell out or remove all your inventory of the other FNSKUs and stop replenishing them.
    Note: If you remove this inventory across marketplaces, you will only pay domestic removal fees.
  3. Send all future units of this ASIN to Amazon using the MSKU you picked in step 1.
