CE Compliance Documents Rejected

I have an active USA store and now I am trying to sell in UK market. After waiting for over 2 years and a ton of stress and headache they finally approved me a VAT number. Now, since I am selling doll clothes which are considered toys they need the test documents. I paid $1500 for the tests in China the same reliable company that did my US compliance documents which were accepted there. After submitting the EU test documents to UK and Germany, after 3 weeks of waiting UNDER REVIEW, they rejected my CE compliance documents but REFUSE to tell me WHY. Under the Reason there is nothing written. I checked all the items that are required - CE, brand name, trademark, address, ASINs, EN 71, Toys Directive 2009 and so on. But they rejected all the documents and WON'T TELL me WHY. How am I supposed to know what to correct or what is missing if they don't tell me? I contacted dozens of Amazon agents - they are all useless as usual. They give links with long articles to read. But won't give me a straight answer. Shame.
