Migrated Template in shipping settings

We have just had an issue with shipping settings. We do not ship outside UK but received an order from Bulgaria. This was due to a new template being added to our shipping settings call MIGRATED TEMPLATE which had International shipping allowed. We never created this template and S/S state they never created it ! Any one else had similar issue?
