Obviously it isin't and is misleading to the buyer and it's just to get the buy box (featuted offer)

Happens all the time in the book category and as you say, it is to get the Buy Box. Nothing will be done.

Amazon are unlikely to care since they do the exact same all the time with books. They even take pre-orders on "new" books from 50 years ago.

This is a subject which has come up may times on the forum including a couple of times quite recently.
I would certainly agree that a 47 year old book cannot be listed as "NEW". In this case ,however, I doubt that the book being being sold has even been printed yet! It appears to be a print on demand. I presume the 1978 date given on the product page is the date the original book was first published. I cannot face looking at Amazon University so I am just guessing here -- I dont think that Amazon make it clear to sellers that the date on the product page should be the date that the book being sold is made.
I have long been an advocate of making print on demand books a separate category . This may help stop genuine old books being completely swamped by PODs

Large number of bigger publisher have made their catalogue print on demand and Authors never get their rights back and mere pittance in Royalty payments.
Many of these books will often quite old in publishing terms.
