Create new listing or revive old one?

We had a bunch of old listings with terrible images. We had a previous employee who thought it would be best to relist everything in a new listing even though some of the old listings have reviews. The listings have been inactive for about a year. Is it best to create a new listing (custom product, no one else sells it, GTIN exempt, so shouldn&#39;t be a problem) or reactivate the old listings with our better images?

Since creating duplicate detail pages is a violation (like most violations -- done all the time) -- it is better to fix the old listings.
