The fraudulent buyer continues to operate and send fraudulent FBA returns.
The fraudulent buyer placed FBA orders through our store and then returned the wrong items. We do not want to sell our stuff to this dishonest buyer. We lost money with this scammer. You can see 6 orders. For reference you can use the order ID 112-0166114-6933044. First 3 orders were placed 8-10 months ago and the other 3 just now. We already reported through https://sellercentral.amazon.com/abuse-submission/form/other but unsuccessful.

Not possible with FBA orders.
The OP should consider switching to FBM.

I had a similar issue. I sold a Da Rock action figure and the customer returned an action figure of an unknown wrestler. I submitted a case and was reimbursed for the return.

I have been victim to this massively by one person who went through 3 Amazon buying accounts to continue hitting us hard. Like 3-5 orders/day all returned and then resold on his eBay store (which was easy to find using the ship from zip code and searching for our brand) He got about $10k worth of inventory. But we did not take the loss, Amazon did.
- Make sure you are filing a claim for each FBA return. Picture of the label, packing slip, LPN sticker, then clear and full images of what you received back. They will reimburse you.
- Create a spreadsheet with the date, order number, case ID where you received the reimbursement from Amazon, and what was wrong (switcharoo) so you have a log to submit to seller support showing repeat proof of theft from the same buyer.
- Create a case in seller support. Upload your documented proof. They won't be able to do much other than tell you to use the report abuse button, which we all know is broken and does not let most sellers report the buyer stealing the product..
- Create a post on here tagging mods with the case ID. They can escalate it and send it for investigation. The mods here helped in all 3 of his accounts.
Also, do bin checks on any ASINs he has hit that you haven't received back, because FBA will put items back into circulation and then customers receive that. Voice of the Customer is a good heads up when this starts happening.
Most of all, stay on it. I got hit again by another buyer last month. He hit for 6 items in a week and returned them all. I am still waiting on his items to be returned to us since the bin check cleared. Once I have proof with case IDs, I will be on it.
Amazon really needs a legal department that reports all of these buyers to the police and FBI once it hits over a certain amount over state lines.
(One time he sent a block of wood back in our box. Our stuff is handmade from wood, so I guess a block of wood was acceptable as a return lol)

But customers like this generate lots of transactional fees revenue for Amazon. If it makes money for Amazon then it is ok to do and only once it starts costing Amazon money will it stop. It helps when you stay away from dealing with the FBA Devil and shift to FBM and can cut fraud down by about 50% however you can not fully eliminate Amazons very fine customer base.

As a pretty FBA exclusive seller, I never noticed the rampant fraud against sellers until I did around 4k orders of FBM over 2 months (feb-Mar). By handling the returns myself, it's wayyyyyy more prevalelant than I thought. Absolutely stunning really. So many small crimes happening all the time.

Something similar happened to me recently. I do FBA and I sent the correct size. I carefully check my shipments and the buyer returned a product that I don't even have in my inventory. I complained to Amazon and they still didn't believe me and refunded the customer.
