I am going to share some information about Automotive Fitment Data and how it is entered and maintained. Note that Amazon cannot add fitment data on your behalf, so you must refer to the instructions found at the link below if you want to add certain fitment records to your ASINs.

Hey, have you ever been able to resolve your issue? Our issue is the fitment tool disappears when we edit the listing, and it automatically move the product category from automotive to tool & home improvement.
We have a hard time editing data or re-submitting it. It's dang near impossible to re-submit the data to get it to reappear. Some categories work (ignition coils), and others don't (engine mounts).
I had a case open for over a month, and their resolution was only temporary, and the problem resurfaced.

Yes, the site for adding fitment is working again.
What do you mean by " the fitment tool disappears when we edit the listing"?
When I do a new listing, I do the listing first. Wait for the asin to become active. Then go to the fitment link and add the fitment for it. Is this not how you do it?

Correct, that's what we do. After listing is uploaded (from bulk or manual upload) then you submit the ACES fitment information.
Our issue was different. Our issue was the categories getting moved automatically when we made a change to our listings - which is not supposed to happen.
Every time we made a change, and clicked "save", the listings were automatically being moved from "Automotive parts & Accessories" to Tools & Home Improvement" which fitment manager doesn't work for anything in that category.
I was going crazy trying to figure out what was going on. Amazon escalated our case and forced one listing back into the automotive category, and we were able to re-populate the fitment manager. We now gotta get them to do it for the rest of the listings now.
