It means you bought them from an online retailer rather than an approved and authorised wholesaler who has letters of authorisation.

Is poundtoy a retailer? If so, that may cause you problems. Amazon will want to see an invoice from the brand owner or an authorised wholesaler. If there is more than one retailer in the supply chain then Amazon won’t consider the items new.

Attach the invoice as you’ve already done so.
Then include a picture of the 10 units.

It means that you need to physically hold the stock, not that you can demonstrate intent to purchase it. However once you can show that you have complied with this, then the next check will be to confirm you have purchased from a registered Lego wholesaler, or direct from Lego, and unfortunately this is not the case, as you have purchased from a retailer so as far as Amazon are concerned the items you have are second-hand, so you would not be allowed to sell them as new.

You need to wait for the Stock to arrive with you so you can provide photos of the products as well as showing the invoice

I literally had the same issue with ungating in Barbie. I used PoundToy myself, so it does work.
I only sent the invoice and then when the 10 units arrived I sent pictures of the 10 units and within 1 hour, it was approved.

LEGO the brand is not gated in the UK. If you have permission to sell toys you ‘should’ be OK to sell LEGO. There are currently (as of a few weeks ago) 7 sellers registered for the LEGO brand in the UK, but they are sellers of clothing and accessories for the LEGO brand.
I think this is because it is fairly easy to counterfeit a LEGO T-shirt, but almost impossible to counterfeit a LEGO set. I have actually never seen a counterfeit LEGO set in my life. There have been rip-off ‘brands’ who copy their designs etc, but they never dare actually print the LEGO brand anywhere on the boxes.
I think you are just having trouble with the toy category, which is gated. If you can find a real wholesaler and buys some toys that way you may well be able to get ungated for toys at some point down the line. It would need to be an actual real wholesaler mind you.

Amz do accept pound toy invoices for ungating sounds like something in the detail is incorrect.

Having taken a good look how on earth do people make money buying at those prices?
I found them much more expensive than my own supply chain.
