Refurbished condition

What problem does Amazon have of these so called "Refurbished " books? I do not even know what it means. Books from USA publishers? As far as I can see they are shooting themselves in the foot and alienate sellers and deprive buyers.

I believe that refurbished books are , for example , ones that have been rebound. It is common (or used to be common) to rebind books with leather so they look really good on your bookshelves.
