I was also facing same issue. One alternate works, which is to save the new ASIN creation as Draft. Then go to Draft, find your saved product, click "Review and Submit", Check the Product Attribute (Apply Listing Preference) check box on "Product Details" tab and on "Variation" tab at the bottom.

then you submit.

It works for me.
