Why is Amazon India not doing Open Box delivery for multiple items?

Why has Amazon India not started Open Box Delivery program yet for multiple quantity orders. Recently, I have noticed that how easily Buyers can exploit Amazon sellers by ordering multiple items in a single order then ask for a partial refund for missing items without actually returning those items. I am myself being a victim of such a case where one of my buyer has ordered 4 shirts in a single order and then claimed a refund for 3 missing shirts and he instantly received a full refund for 3 shirts without actually returning the products. Doesn't it sound iike a scam? Now, I have to bear the loss of the inventory and the shipping charges as well and the buyer is in the Win Win situation. Buyer keeps the products and gets a full refund of free items. And seller gets nothing, he loses inventory, money, shipping and packaging charges. I am not saying that Buyers are always criminals, Sometimes ATS courier guys are also involved in such tempering and stealing. Open Box Delivery program safeguards both the parties buyer and sellers as well. In Open Box Delivery Program the courier guy has the picture of delivered items, incomplete orders/missing items can be detected at the time of Delivery, Buyer gets the option to reject the package after checking such incomplete orders and it helps in checking fraudulent Buyer's fake claims for missing items. As such missing items claims will not be accepted later for fully delivered order and the Seller also gets protection from such frauds as well. A simple Delivery Program which can fix multiple loops in Amazon system.
