I have this problem too. That and they decide to use UPS instead of USPS. It's beyond frustrating.

It's also possible that they know exactly what they are doing and feel like they had a really bad experience.
They KNOW (possibly) that a BIG box is going to cost you extra.
As to the comment from @oncereadbooks, if it is an Amazon supplied return label AMAZON is sending them the UPS label for some strange reason. Apparently they get a bigger discount from UPS than they do from the USPS.

I completely understand your frustration, this was a highly discussed topic when the policy change was announced. At the time, one of my colleagues was in communication with the partner team and was able to provide some insight / best practices. I'll link it here in case it proves beneficial. I'll take some time to investigate if any further actions have been done regarding the first point specifically: "Amazon is improving and clarifying customers’ return instructions to better communicate the importance of tight and light packaging."
