Are All Liquid Products "Ineligible" for FBA Export?

I manufacture and sell a few products that are bottled liquids. They are mostly composed of water, and are non-hazmat, non-perishable, and not subject to any known import/export restriction. They are packaged correctly for FBA. All products are stored in UK FBA fulfillment centers, but are listed and available for sale on all Amazon Europe sites.

Amazon allows me to export these FBA products to other countries via a Multi Channel fulfillment orders without any problem. I can manually submit orders for all EU customers using a Multi Channel fulfillment order.

However, Amazon buyers can only purchase the items from the Amazon site if their shipping address is the same as the website country. For example, buyers on the Amazon.co.uk site can only ship these products to UK addresses. Buyers on the DE site can only ship to addresses in Germany, even though the products are stored in and ship from the UK FBA fulfillment centers. Customers browsing the Amazon FR listing may only ship to addresses in France. Et cetera.

All items show as “Ineligible, Import Restriction, Export Restriction, Other Restriction” in my Exportable Inventory Report.

I have customers contact me all the time, complaining about the problem. Some of my products are exportable to their country, but these are not.

The case I have open with Amazon has been pending action by Amazon for over 6 weeks, and I only receive automated replies every few days that a specialist is researching it.

So the question is, do you have any bottled liquid products that Amazon allows customers to purchase on the Amazon site and export to their country? Do you know of any policy or other reason why certain liquid products like I described aren’t able to be purchased on Amazon, but can be exported by Multi Channel fulfillment order without issue?
