Build International Listings is OFF but our listings are still being copied to EU marketplaces.

We have 'Build International Listings' switched off (at least I think we do, see screenshot below) but after creating some new listings on Amazon UK this weekend we have woken up to GPSR warnings. It seems our new listings have been copied and translated to all our EU stores.

How can we stop this happening? We don't want to close our EU stores in case we are able to use them in future, but they are all on holiday mode with all inventory and listings deleted and we want to keep them entirely empty of listings.
