Scammers keep buying expensive products from my shop and complain received empty box

First of all, all my items are FBA.
One buy bought few things from my shop and had them all refunded (expensive), I emailed him to stop the game, telling hime i will report to amazon if he keeps doing so. Funny thing happened: 5 mins later, at least 4 negative feedback received from diffrent buyers which all claimed received empty box and all claimed refund, I told the buyer that don’t play this game, i report all of you to amazon, obviously it’s a group to scam.
Since then i receive empty box negative almost every week, don’t know why amazon still doing nothing to stop this kind of scam.

have you had any other returns previously back to fba?
might one customer have bought the items - returned the empty boxes back - got the refunds
then amazon place the returned (empty boxes) back into saleable stock and then the 2nd batch of customers order and do actually receive an empty box instead of the item they were expecting?

It seems people more likely are scammer who complain received a empty box from FBA.
Amazon can catch them easyly if they want.

Personally sellers do not have the tools to deal with scam. If the seller has been provided misleading or false information the seller should be able to cancel the order without any damage to the metrics.
