I am having a problem with accessing my shipping template at the moment. The reason I want to look at them is an order I have received from USA has generated a very low shipping cost for a significant order and I don't know why. I hoped to have look at my settings to understand the problem with no success so far.
Is it just me?

I can access my shipping settings no problem.
Either delete cache/cookies and try again, or try a different browser.
