How to report a buyer violation?

How to report a buyer violation?

A buyer kept buying our NEW items and returned USED ones in years. we tried to report this buyer. Amazon replied with this instruction:

  1. Go to Contact us.
  2. Select Other.
  3. Select Report a violation.
  4. Enter the appropriate information.
    But when we followed this, there was NO “Report a violation” link or button on Amazon platform
    Can Amazon Rep or other sellers tell us how to report a buyer in a correct way?
    Really appreciated! If we have this correct way, this will also help ALL of sellers to avoid buyers’ bully and report to Amazon to take actions against this kind buyers
