Clarification on Delivery Date Policy

Completely respect Amazons delivery date policy, understandably it protects the company. Just need some clarification. Some of my delivery date deferrals are showing payment releases longer than expected. Is the +7 days from the actual delivery date, or the furthest date given to customers? Also if we deliver early will the release update sooner and do +7 from the actual delivery date?
