I am in discussions with a business to run Amazon sales for them in the UK from my business account. Is it possible to enroll the brand into brand registry, even if I am not the trademark owner? I would be able to get permission from the brand owner to do it, so is it just a case of sharing this permission with Amazon?

Unsure - I think the brand themselves could setup brand registry and grant you access for sure - not sure if you can setup brand registry as a third party, never done that.
This is from Brand Registry:
Brand Registry applications must be submitted by the trademark owner.
If you are an authorised agent, please have the trademark owner enrol the brand first, and add your account as an additional user. If you meet the eligibility requirements, sign in using your existing Seller or Vendor Central credentials. Using the same username and password will enable access to Brand Registry features and benefits that are linked to Vendor and Seller services. Or, if you don’t have an Amazon account yet, create one for free.
