I want downgrade my account to individual plan but mexico have not support individual plan.

First make sure you have no listings on that platform -- either active or inactive. Put it on vacation.

Then go ahead and downgrade you NA Unified account -- you will get dire warnings about the Mexican platform because it does require the professional plan. It just means you will have no access to that platform after you downgrade. (Big whoop.)
