There is no such thing, sadly.
If you are on the Pro selling plan and above 250 rating, you can request a call-back via your Account Health page. But not sure you will get anywhere unless it's a very simple issue. If you have very low expectations of success, you won't be too wrong.

As per peer mentioned, most of the support is provided by chat or email. However, if you have a professional account, go to Seller Central and click Help in the top right corner.
Choose help and resources from the drop-down menu.
Then, click on “My issue is not in the list”.
You will be asked to describe the problem. Briefly explain the problem, trying to be as precise as possible and click Continue.
Depending on what you typed, several options will appear. Choose again. “My issue is not on the list.”
Then, choose “related to the account”.
You will now be able to choose the contact method.
But remember that telephone support is available only with the Professional selling plan.
