Error 5461 - Approval To List Brand

Has there been a change in policy for Approval to list a brand. As the response below says do brands now need to be enrolled in brand registry to get approval?

My product is correctly branded, I have listed 100's of products for this brand in the past with no problem, but now I am unable to.
