Is this genuine? and if so I don’t really understand what Amazon are asking for?

It does look like a genuine Amazon email address. I guess they need to know that you are registered with HMRC as a sole-trader and have submitted your UTR.
You should be able to see any genuine messages duplicated in your seller central. It's far too easy to spoof email addresses. Looking deeper into the email header, if you know how, may show you more. Hovering over links without clinking may show up bad links to sites that look like Amazon, log in and you have given away your password, etc.
