How to resolve shipping a pallet that does not meet Amazon requirements?

If we shipped a pallet that did not meet Amazon requirements, like the height was over 70 inches, what does Amazon do, and how do we resolve it? Pallet was delivered, but Amazon has not Received it, or even Checked In the pallet, so there is no way to start an Investigation.
