How to set up minimum order quantity?

Can anyone explain how certain sellers CAN offer a Minimum Order Quantity (MOQ) and most other sellers CAN'T? It seems that - in the US market - you can only set up a MOQ through an invitation from Amazon. HOW UNFAIR IS THAT? How can we compete with that? Not a very FREE market...

I hope some Amazon person sees this post.
