amazon won't let me verify my seller account

hello I am an amazon european account holder
1.5 months ago I decided to open an account in the USA
amazon suspended both of my accounts due to lack of documents.
there are documents requested from me I want to upload and update them
but amazon does not allow this
I am presented with a page like this and I cannot update.
I have been trying to explain this for 2 weeks but no one is helping
they just give quick answers
