A BUG with Report a violation Tools. I don't know why?

Hello Amazon.

at this Page “Report a violation” Shows i can not use it. I don’t even know why? and we did not use this tools offen. i do think there is a mistake with the system. and the show i only have one chance to appeal. i’m afriad about that.

Could you plesae tell me the detals about this issue?
