Product listing as Not Returnable still it is returning from customer

When my products are showing as Not Returnable products, than how can the products are returning back from the customer. Need clarification. We are dealing into personal care products which are not accepted back once it is delivered. Than why my products are returning back from customer and for the same i need to pay Amazon service charges too which is impacting my account.
