Policy Compliance For Safety Footwear
Hi everyone,
I’m looking for advice regarding Amazon compliance for safety footwear listings.
Amazon requested the following compliance documents for our products:
Product Images
EC-Type Certificate
Test Reports
We submitted:
EU Type Examination Certificate from Intertek
Declaration of Conformity
Product images showing branding and labels
However, the submission keeps getting rejected and the feedback is extremely unclear.
One possible issue may relate to labelling. We are a footwear wholesaler supplying many retailers across the UK, and our trade customers do not want full sourcing details displayed directly on the footwear because of competitor concerns.
Our products currently include:
Our wholesale company name
Postcode: B6 7DA, UK on the shoe labels
Full company name and full address within the user information/instruction leaflet included with the product
As far as we understand, this complies with UKCA, CE, and BSIF traceability requirements.
We also understand that the Notified Body number is not required on tongue labels for this category of PPE, yet this may be contributing to the rejection.
The bigger issue seems to be Amazon requesting “test reports” despite already having an EC-Type Examination Certificate issued by an authorised notified body.
From our understanding, the test reports sit behind the certification process itself. They are used during assessment prior to certification and form part of the technical file reviewed by the notified body. These documents are highly technical and normally interpreted only by trained compliance professionals.
In practice, test reports are generally only requested by government or legal authorities in the event of an investigation or safety concern, such as:
Trading Standards
HSE
Customs
Police or regulatory bodies
They are not standalone consumer-facing compliance documents and are difficult to interpret without the accompanying technical file, which identifies which specific reports and tests apply to each product and certification assessment.
A single certification process may involve multiple reports, duplicated tests, comparative product testing, and internal references that are only meaningful when reviewed alongside the technical file and conformity assessment documentation.
This is why I’m beginning to think Amazon may be incorrectly requesting “test reports” without fully understanding the structure of PPE certification documentation for safety footwear.
Has anyone else experienced this with safety footwear or PPE products?
Were you eventually able to resolve it, and if so, what exactly did Amazon finally accept?
Any advice would be greatly appreciated, as these listings are extremely important to our business.

However, the responses continue to appear generic and do not seem to address the actual documentation submitted.
The main concern is that Amazon appears to be requesting “test reports” without recognising that these sit behind the certification process and form part of the technical file reviewed by the notified body during conformity assessment.
We are struggling to understand exactly what Amazon is expecting beyond valid certification issued by accredited bodies.
Any escalation or clarification from the compliance team would be greatly appreciated, as this is having a major impact on our business.

Thank you for your patience. I was able to reach out to the appropriate team on your behalf regarding the compliance document review process for your safety footwear listings.
First, I'd like to mention that opening multiple cases about the same issue may actually delay the resolution, as each case is handled separately and can create confusion for the reviewing teams. I understand this can be frustrating, especially when you're dealing with approximately 530 compliance violations at once.
What I'd recommend is taking advantage of the bulk upload feature, which will allow you to address all violations in a single submission. To do this, go to your Account Health page and select the first violation, then click "Submit." From there, click on "Upload multiple compliance documents (bulk upload)" and then select "Generate a template." This will download an Excel spreadsheet containing all your violations along with complete instructions on how to fill it out. Once you've edited the spreadsheet with the correct compliance information for each product, you simply upload it once and all violations will be addressed simultaneously. I noticed the vast majority of your violations have not yet had documentation submitted, so this approach will save you a significant amount of time.
Please pay close attention to the type of document being requested for each product and make sure you're submitting the correct documentation. Each product may require slightly different compliance evidence, so double-checking this will help avoid further rejections.
If you have any doubts during this process, I'd recommend opening a support case and selecting the option to speak with a specialist via phone or chat so they can guide you in real time. To do this, click "Help" in the top-right corner of Seller Central, select "Get help and resources," then click "My issue is not listed." Describe exactly what you need help with, and on the next page choose your preferred communication channel to connect with a specialist.

Thank you for sharing your situation here, I can see you've done your part on PPE compliance and this has clearly been a stressful experience.
After looking into this, I want to be straight with you: there are two things that are most likely causing the rejections.
First, the product images need to clearly show the full address of the manufacturer, importer, or authorised representative, as well as the Notified Body Number, I know that's a sensitive point given your wholesale model, but it's a hard requirement for this category on Amazon.
Second, even with a valid EU Type Examination Certificate from Intertek, the review process also requires the actual test reports from an accredited lab. I'd suggest reaching out to Intertek or your manufacturer directly to request those, they should be able to provide them as part of your technical file.

Hello.
We are a retailer of Workwear apparel and Safety Footwear and currently have the same issue as @Quickfit highlights in their post. Currently we have over x280 listings at risk of removal due to the same compliance issues - requiring certification, test results and images including manufacturer name / address.
In principle we have no problem in providing the examination certificates authorised by notified bodies - we agree proving safety products are genuine on Amazon is a good thing with all the sub-standard products available.
However when it comes to specific test results data - we cannot be provide this. Further to the complex nature of test results as mentioned by @Quickfit, I have been informed by one of our manufacturers that the test results are sensitive brand IP - the particular manufacturer performs additional testing to provide their brand USP and understandably do not want this information provided to Amazon. It would be similar to asking Coke for their secret recipe.
Also regarding imagery; we already provide detailed imagery of all sides etc in our listings. However the manufacturer name / address is not shown in most cases - on the product or packaging. This information is provided within the paperwork on internally packaged paperwork, I have included these in additional images but they are still being rejected.
So far everything I have submitted has been rejected. The rejection messages are not specific regarding what has caused the rejection so we have not got any idea where to go to further getting this critical issue resolved.
Many of the ASINs are not registered under our own brand - they are registered under the manufacturers own brand and should have the relevant documentation provided by the manufacturer directly to Amazon. SC have already said all sellers have to individually provide this information - for the same asins.
We cannot be the only seller's having this issue - Amazon need to re-think how sellers prove their safety footwear is compliant. Otherwise ultimately sales / sellers of these safety rated items on Amazon will reduce significantly

We are in exactly the same position as both of you. Amazon keeps rejecting our submissions without providing any meaningful information that would help us resolve the issue.
At the moment, I'm simply trying to get one pair of boots, in a single size, approved through the system. Meanwhile, we now have over 300 listings deactivated, and I seem to be going around in circles trying to find out exactly what Amazon requires to approve these products.
I completely support the need for compliance documentation. There are plenty of sellers offering non-compliant footwear, so it's right that Amazon takes product safety seriously. However, if legitimate sellers are actively trying to comply and repeatedly asking for guidance, there should be some meaningful support available. The sellers with questionable products are unlikely to be seeking help because they won't have the required documentation in the first place.
In our case, we have a valid test report that references 15 additional supporting test files, yet the system only allows 10 documents to be uploaded per section. It genuinely feels as though these submissions are being assessed entirely by an automated system rather than by a person reviewing the evidence provided.
The whole process has become incredibly frustrating.
If I manage to find a solution, I'll be sure to share it here. In the meantime, could I ask that anyone who makes progress does the same? Hopefully, by sharing information, we can help each other work through this.

Hi there!
I'm also being requested to provide safety footwear documentation, and it's been a nightmare.
Regarding the imagery, I was able to overcome that issue by including the missing information (in my case, it was the notified body number) on the packaging label. We printed new labels with the missing information and photographed each of them. I tried to Photoshop the missing information onto the label (not a good photoshop, I'll admit), and Amazon warned me that false information could lead to blocking the account, so placing the information on the label was the only solution.

I'm having a similar issue as Gary and other sellers are mentioning.
Amazon requests Product Images, EC-Type Certificate and Test Reports, but some of my products are Category I PPE and under Regulation (EU) 2016/425, Article 19, conformity is assessed internally (Module A), meaning no third-party certification exists and no notified body involvement is required.
I made several appeals explaining this, but Amazon denies all appeals. Only after a heated argument over the phone with health support was I able to get some sort of solution: remove all information and language that could imply safety, protective, or occupational use. This has a tremendous impact on our sales, but it was the only solution. This worked for many ASINs, but not for all, and Amazon has been no help in identifying why ASINs from the same parent were accepted while others weren't. Anyone having a similar experience?
As for Category II PPE, my test results were not accepted because the Test Report must show the exact text below:
• EN ISO 20345 Personal protective equipment — Safety footwear OR
• EN ISO 20346 Personal protective equipment — Protective footwear OR
• EN ISO 20347 Personal protective equipment — Occupational footwear
The lab kindly updated my test reports to include this information, and they're still being denied.
Calling account Health has been of no help: their only suggestion is to reply to cases with documentation and hope that a real person will look into it instead of a robot, which hasn't happened yet. Amazon expects me to reply to more than 600 cases in different stores and try to get an explanation from them. Meantime, my listings are gradually being removed, with a severe impact on my sales.
If someone had a similar experience, please share how you were able to solve this never-ending story.
