Amazon Refunding Buyers Before Returns Are Received And Checked
I have received a returned item today which is not in original and supplied condition and I am unable to partially refund the buyer because Amazon has already issued refund.
Is this set up compulsory? or is there something hidden in settings to disable this?.

Its Refund at First Scan. Its been live as a process for a year at least.
You can apparently unsubscribe from Prepaid Return Labels - doing so would stop refund at first scan, as that is triggered by the Prepaid return label being scanned.
For the issue order - look up Safe T Claims

Raise a SAFE-T Claim with Amazon.
The couple of returns that I had in a not new condition have been partially reimbursed by Amazon when raising a SAFE-T Claim
