We are a well-established manufacturer and retailer of beer, wines and spirits. I have been attempting to get our request for gl_wine approved for many weeks. Unfortunately, we receive the same auto-response with no information on how to proceed.
I have reviewed the help pages: Beer, Wine & Spirits, Beer, Wine & Spirits product types, Categories and products that require approval.
Please advise how to proceed with our application.

I guess you're already aware you need approval in the Grocery & Gourmet Foods category first before your gl_wine application can be approved.
When we went through this we got the same thing, there will be something in the paperwork submitted that isn't ticking every box for Amazon. With each refusal reply with a request of why you're being refused and if you're lucky eventually it will be replied to by a human with the reason.
In our case the company VAT registration wasn't matching up with our account address in seller central. Our accountant VAT registered the company at his office address while we finalised the lease on our unit and we'd both forgotten to move it over once we moved in. It turned out to be a handy reminder.
From memory I think they'll want the seller central, company registration, VAT registration and premises licence details to all show the same address. They may also want the personal licence holder to be listed in seller central with their address details verified too.

did you manage to resolve this as we are experiencing the same issues , personal and premisses licence submitted and all are valid and we keep being refused
Unfortunately, the issue is still ongoing. I have taken the kind advice from the replies, however with no success. We receive the same automated response from Amazon on each application. I have reached out to other support teams who state they have no access to these cases and cannot help.
