create fulfilment orders

why it showed that "Only domestic postal addresses allowed" - UK, when I create fulfilment orders base on FBA inventory? I want to choose other country (DE).

This order we received through my our website.

Our listings only in Amazon.co.uk.

Could anyone help me know, please?

If your account is not active on the DE (or other EU marketplaces) and you are not registered there for tax purposes, etc., why should Amazon store your goods there? You don't have any offers/listings for the products in the EU.
