A third party seller managed our storefront. How do you report this third party seller that is keeping paid invoice money from us even though the items have been returned and received back to the third party?

You hired out the management/running of your account and now you want money from them? Doesn't sound like an Amazon problem. Sounds like you need a lawyer.
