There is no option to opt out of Refund at First Scan.

Refund at First Scan is mandatory for Fulfillment by Amazon and merchant-fulfilled sellers as part of our efforts to offer a consistent and seamless customer returns experience.

Customers have been using products and just returning them and apparently Amazon says its ok.

We just got a bottle returned full of water, and they even said they used the product. BUT THATS FINE

According to Amazon a customer can order a product use all of it and return water and there is nothing you can do about it. That is theft and that's ok

Not only is it ok to seal but you pay to ship the product and pay to have it returned.

Plus we have in the shipping template NO OPENED OR UNSEALED PRODUCTS CAN BE RETURNED which is pointless.

If the order is FBM

The Seller Assurance for E-Commerce Transactions (SAFE-T) program allows you to request compensation from Amazon after a refund is deducted from your account and issued to the buyer. When we issue a refund to a buyer, and you believe you are not at fault, you can file a claim for reimbursement via SAFE-T. For more information, go to Reimbursement for seller-fulfilled network prepaid returns.

If this is a FBA

If a customer returns your item to a fulfillment center within 60 days of the refund, we’ll first determine the condition of the returned item. If the returned item is sellable, we’ll return the item to your inventory and will not reimburse you.

If the returned item is unsellable, we’ll determine who is responsible for the condition. If we find Amazon is responsible for an unsellable return, we’ll reimburse you and will not add the item back to your inventory.
