We have not asked for a secondary user and do not know who the secondary user is. We are also concerned that this has come from the Amazon Payments Team.

Have you checked your account to see if any secondary users have been added?
If they have been added then I would remove them and raise this with Seller Support.

The email ends on @amazon.com, so per the guidelines on this help page (Identifying false (spoofed) emails) it looks like an Amazon email.
However, I agree with @Seller_d8YGbIjNqwFxn that you should report it to Seller Support, just in case.
