seller will not get any money after selling the goods,, who responsible ???

Hi,I am new seller on Amazon.inAmazon representative forcefully made me pay for advertisement, when i start my store but when my sale was happening , instead of deducting it from my advertisement balance, the money was deducted from my COD balance, when the seller will not get any money after selling the goods, then what is the use of selling my goods on amazon whenever my advertisement balance is already there, therefore, i want that my seller account should be close.ThanksSarfaraz
