Why is UPS heavier package cheaper than lighter package with Buy Shipping?

Why is UPS heavier package cheaper than lighter package with Buy Shipping?

So I am doing FBM and using Amazon buy shipping, say I am shipping using UPS 2nd Day Air, when I input 1 weight I get a price, then when I increase the weight by 1 pound, the price decreases by 15-20%. Package dimensions are still the same and unchanged. Is this some kind of glitch? My other question is, if my package weights 6 pounds, but I increase to 7 pounds on the buy shipping, and it gets scanned by UPS as 6 pounds, will the rate be adjusted? Seems like I should stuff the box if that is the case since heavier weight seems to be cheaper.
