since when have suspected ip violations started to stay on your account for 180 days and lose health points to , when you used to be able delete or alter the title so correct but not any more

What type of suspected IP violation is it? Some have never been removed even if you delete the product.
If it is Trademark Misuse then these are normally removed if you delete. If this has changed it must be recently as it has always worked for me.
They should always be removed if you change the title and the change is accepted as you have resolved the issue.
Sometimes it does take a few hours for the violation to be removed from your account after you have deleted the product.
