No, you're unable to complete the brand approval because you're not approved to sell Ninja products.
But if I'm wrong, you need to be submitting your written Letter of Authorization from Ninja stating that you are authorized to sell their products on Amazon.
(in reality, count yourself lucky. Had you been able to complete the listing, you would probably lose your account within a week. Read through the forums, especially for anyone selling Nike, Adidas, or Ryze.
