Selling to Republic of Ireland

A relatively simple question. I have a buyer from the Republic of Ireland who want to buy a book. I changed my “shipping” profile to allow this (I thought) to ‘Europe and International’ on settings, but he still isn’t being allowed to buy. Have I done something wrong, or not done something I should have done? Many thanks for any help.
