Return violations - Used as a hire shop

I have returned to amazon marketplace since leaving in 2018 when I left the country on a work placement. I have recently returned to trade back in retro computer games. A bit niche but I love the sourcing, testing, playing and then selling these little gems.
Back in 2017 a notable customer at a large government facility made an order for a retro game and after 13 days requested a return stating
“Wrong order - Sorry meant to order it on xbox”
I refunded, but they covered the return costs.
In 2018 just before I packed up again I had a further order from this customer at the same government facility. Low and behold a similar return request came after 11/12 days with pretty much the same excuse.
I keep a lot of things documented, especially returns and refunds.
Roll on March 2nd 2023, after several days after my return to selling on markeplace. I had an order from this government facility and customer, but I didn’t check my previous information and dispatched the order first class, as I have a number of stamps and it was more a gesture of good will to post everything first class.
Today after 12 days I have another return request with the excuse Accidently Order - Sorry wanted xbox 360.
I noticed on the returns T&Cs that I can refuse a return request after 14 days, funny that. I have asked that this customer is investigated by amazon. Which I doubt they will do thoroughly as they don’t have the time and that this customer is blocked from purchasing items from my store, as I cannot afford to be some kind of a video hire shop.
Please advise?

Any future orders marked shipped but dont ship then refund as undeliverable address,the buyer will likely get the message & not buy again.

No, the default returns on Amazon is 30 days for any reason.
The 14 day window refers to refunding outbound shipping - if you charge it, although in practice I doubt Amazon will stick to their own policy on it.
