Payment reports shortfall vs. sales dashboard

Is anyone seeing a much lower sales report repository summary of sales, vs. actual sales numbers in November? I'm seeing sales 22% lower in the UK vs. the sales dashboard number for the period, and hence total balance/disbursements lower than they should be... has anyone seen this?

The sales dashboard and 'Business Reports' data are based on the order date, while the Payments Reports Repository uses the tax point, which is tied to the shipping date.

Because these two systems use different methods to assign orders to calendar dates, it’s normal for the totals not to match perfectly. This difference is expected due to their distinct reporting focuses.

I believe that this may be caused by Amazon moving away from having an 'Account Level Reserve' to a system where they are now making sales 'Deferred' so that they don't count as a sale until they are 'released'. It's completely messing up our reporting and sales comparisons. (If you look in the Transaction View you may see some or many sales set to 'Deferred'.
