PoA - Suspended for too high ODR - non received orders

Hello,
Some time ago my account was suspended due too high ODR (few claims were opened because customers didn’t receive their orders in time). I tried to write plan of actions, explaining that I will stop using national post service and start using carriers like DHL or FedEX instead. I wrote that I will start tracking my orders too, before that I didn’t use tracking, but this was not enough for Amazon. What should I include to my PoA in order to reinstate selling privileges? Maybe someone could share some kind of template or PoA?
