Seems legit to me.
They did not provide you with any links, but rather prompted you to go to your seller account and follow specific steps, which makes me think it might be legitimate.
To be absolutely certain go to your performance notifications inside seller central and see if this notification is there as well and if it is, then you can be certain of its legitimacy.
On that note, if it is legitimate, then you do need to follow the suggested steps as there might be really something wrong with your account.
Don’t leave it hanging either way

This bit worries me slightly. Why would you need to confirm part of the number to them once you entered it? Also I can’t see what a scammer would get with just the last 4 digits.
If you press reply on the email does it send it to an address other than Amazon. Reply to addresses can be different to the address of the email.
Also why would they deactivate your account if you didn’t give them a mobile phone for Login. I take it you are getting OTP codes without a problem?
Have you checked under Performance Notifications (at the bottom of the home page on a desktop) to see if the Performance Notification appears in there. If it appears in there it is genuine.
Also would Amazon use this route to ask for update to phone numbers. They wanted me to confirm my emergency notification number today and it was just in bright yellow on the front page for me to do this.

SCAM - Phishing, report and forward to Amazon at mailto: stop-spoofing@amazon.com then delete.
For starters this is for Amazon.com the US site and has been doing the rounds.

Seems well dodgy to me especially if there isn’t a message in your performance notifications. If I were you I’d contact Amazon and ask.
When I speak to my bank or Amazon etc. I’m often asked for the last four digits of my CC or phone number so if a scammer had those they might be able to convince someone they are you.

Please note this is spam as Amazon will never ask to mobile and verify link and asking to enter OTP.
Amazon should take strict action against this.
